contrary to the revolutionary policies of President Sun, and

having admitted the services of the reactionary Sai Shan

faction, has arrested and killed our Revolutionists. He

has further made an alliance with official and political

classes, local rascals, degenerate gentry, labour banes,

and unemployed scoundrels, massacred our workmen and peasants

and setting the supreme authority of our Kuomintang at defiance, has established a military despotic Government in Nanking. Our Central Kuomintang Government in Wuhan, in pursuit of the revolutionary policies of our late President,

is continuing our Northern Expedition, but Tseung has sent

his small militarists Yeung Sham, Ha Tau Yan, Li Chai Sham,

Hui Hak Cheung and others to create disturbance at their

rear. He has imposed an economic embargo on the masses in Hunan and Hupeh with a view to causing harm to our revolutionary base at Wuhan. Of late he has openly made a peace agreement with the Northern Militarist Chang Tso-lin, and an alliance with all old and new militarists. For this

our revolutionists must punish him and our masses must put

him to death. Unfortunate is our Kwangtung. The

revolutionary foundation built there by our revolutionary leaders and masses after much hardship and difficulty during the past 4 years has now been all destroyed by Li Chai Sham. He rose and revolted on the 15th April. Over 100 of our revolutionary comrades, workmen, and peasants were killed, and more than 2,000 imprisoned. He has deprived us of all freedom of assembly, and has ordered the local rascals, degenerate gentry, labour banes and unemployed scoundrels to arrest and kill us at their pleasure.
